3M Ministry raises up, trains and sends men and women called to serve the church, plant new ones, teach and shepherd God's people — from within the life of the local church.

A plentiful harvest, few labourers
Over the last decade, many pastors have retired and many churches have struggled to recover from the impact of COVID-19. At the same time, several congregations — including La Cité Mascouche — are experiencing rapid growth and an influx of new believers.
The tension is clear: the harvest is growing, but trained leaders are not keeping pace. 3M Ministry exists to address this urgent missional need: the intentional development of leaders through the local church.

3M Ministry (Multiply Movement Ministry) exists to address Quebec's greatest missional need: the intentional development of leaders through the local church.
Raise Up
Raise up leaders within the local church, where God has already placed them and their gifts are beginning to bear fruit.
Train
Train them holistically — through mentoring, coaching, real ministry experience and a strong theological foundation.
Send
Send them to strengthen existing churches and plant new ones — across Quebec and to the ends of the earth.
All training happens in and through the life of the church, where leaders grow as they actively serve God's people.
A holistic framework: Head, Hands, Heart
3M Ministry develops leaders through a holistic framework. Leaders discern their calling while serving in real ministry contexts, supported by mentoring, coaching and theological training.
Head
Theological knowledge and biblical foundations. Theological training is primarily done in partnership with SEMBEQ through competency-based degrees. In 2026, the full Master of Divinity program begins at La Cité Mascouche, delivered over five years.
Hands
Practical ministry competence and leadership skills. Interns serve part-time in real ministries, mentored by experienced leaders.
Heart
Spiritual maturity, character formation and Christlike conformity. Coaching and mentoring sit at the centre of the journey.

Equip Program
Church planters & lead pastors
- Competency-based training — Master of Divinity, in partnership with SEMBEQ
- Trains future lead pastors and church planters
- Part-time hands-on ministry, part-time training
- Goal: send one pastor or church planter every year
Establish Program
Specialized & support leaders
- Develops vocational leaders with specialized callings (counsellors, preachers, teachers, etc.)
- Supports church planters, churches in need and mission work in Quebec
- Theological depth and concrete pastoral experience

What God is already doing
In 2025 alone, La Cité Mascouche has welcomed more than 150 new people, with 75 baptisms and more expected. Leaders in training are actively discipling new believers and sustaining this growth.
This fruit confirms our conviction: leadership development is essential for lasting gospel impact. Over the past 50 years, La Cité Mascouche has sent leaders into 9 church plants. We hope this ministry will allow us to send even more in the years to come.
